Michael R. Tregle, Jr. (Mike) teaches Bid Protests as a Professorial Lecturer in Law.  He is a career Judge Advocate in the United States Army, having served in various military legal roles since 2008.  He is currently assigned as the Chief, Trial Team 1 of the US Army Legal Services Agency’s Contract Litigation and Intellectual Property Division at Fort Belvoir, Virginia, where his practice focuses on bid protests and contract disputes before the Government Accountability Office, the Armed Services Board of Contract Appeals, the Court of Federal Claims, and the Court of Appeals for the Federal Circuit.    

Prior to assuming his current position, Mr. Tregle was a Trial Attorney with the Contract Litigation and Intellectual Property Division, where he served as agency counsel in the litigation that led to the Federal Circuit’s landmark CACI, Inc-Federal v. United States decision, declaring that standing under the Tucker Act is not a jurisdictional requirement. 

Mr. Tregle received his LLM in Government Procurement Law from the George Washington University Law School in 2021, where his research focused on public procurement reform and anti-corruption efforts in the former Soviet states of eastern Europe.  His thesis on corruption and public procurement reform in Ukraine and the Republic of Georgia was published by Public Contract Law Journal in 2023. 

During his Army career, he has served in a diverse set of roles in various areas of practice, including criminal prosecution and defense, national security and international law, contract and fiscal law, government ethics, and regulatory compliance.  Prior to becoming a Judge Advocate, he served as a Corporal in the U.S. Army Infantry from 2005-2008. 

He received his Bachelor of Arts in History from Loyola University – New Orleans in 2001, his Juris Doctor from the George Washington University Law School in 2004, and an LLM in Military Law at the U.S. Army Judge Advocate General’s Legal Center and School in Charlottesville, Virginia.
